PD: Change default ordering of blowout and touch tip commands

Overview

The current default behavior places the touch tip command before the blowout command when users implement both within one transfer step. Since blowout often creates droplets on the outside of a tip, this default ordering should be reversed so that a touch tip could release the droplets back into the well.

Acceptance criteria

• [ ] When adding both touch tip and blowout to a single transfer step, the blowout command occurs first, with the touch tip command following

Vote for this too. In my case, especially for a small amount of liquid (1~2 uL) left in the tip, P300 multi-channel pipette cannot blow out them but make the droplet attach to the outer surface of the tip, which could affect some sensitive workflow like eluting the library with small amount of buffer.
