web_responsive released since some time now and stable.

Also I tested backend_theme with web_responsive and it works fine and shows the side bar.

plz merge.

The problem is that web_responsive for v13 is not available in the Odoo Appstore.

Another theme has web_responsive as dependency, but it seems (web_responsive is unpublished??) to work so I merged the PR.
