As a mentor, I want to type a command in Slack to indicate that I've reviewed a resume. This command should;

log the user whose resume has been reviewed
increment a field indicating the number of times it has been reviewed
announce in the #mentors-internal channeled that the resume has been reviewed as 'props' for growbot
