Allow dynamic host and backend urls #1043

Description of changes

Unifies all API requests to be shaped via config-defined url
Renames environment variables to be crystal clear on value types (url vs. hostname)
Remove hard-coded env vars in build script

Change API variables in k8s

OC_BACKEND_URL --> https://api.operationcode.org or https://staging.api.operationcode.org OC_HOST_URL --> https://operationcode.org or https://staging.operationcode.org
