Fetch team member data from API instead of using static client-side data files

Description of changes

• Fetches team member data from the API endpoint at https://api.operationcode.org/api/v1/team_members - this provides data from the DB instead of relying on hardcoded static files client-side
• Fixes CSS glitch w/ images on team cards (similar to #700 - also observed on production)
• Increases max-height of hovered team cards (now 800px), due to the new description of David Molina overflowing outside of the container when using the previous limit (650px)

LGTM, per conversation I think in the future something could be done about the jumping card on mobile. Along with allowing slack/ emails for the remaining people.
