Remove policy banner to RSVP for April 19 policy event (now in the past) #949

Why is this feature being added?

This event should have occurred on April 19 (now in the past) - so let's remove the banner invite on the front page linking to the policy page:

What should your feature do?

Remove the PolicyBanner component from the landing page. We can keep the component source code in the codebase for now, so it can be re-added or re-used later, if needed (with different text).

Need to get feedback from @cutiepatootiebear on what to do w/ the Policy page at /policy for now. RSVP should probably be removed from there, and the other content may need to be changed as well.
