Adds contributing expectations around:

  1. reserving an issue
  2. guidelines/timeframes for working on a reserved issue
  3. criteria for having an issue merged to master

@hollomancer - for whatever reason, CI just hangs. been running for a day. if the language in the PR looks good to you, can you just administratively merge it?
