As a Developer I want to add Toast component [OS-70]

• Take Alert component from bootstrap
  • make our component with our styles and theme
  • we need it with link prop optional
  • for beginning create only primary dark and theme mode, so in future for example, we add danger dark and theme mode

And maybe let's call it not toast, but smth else. InfoBlock for example
