Added ReadOnlyAccess permission for all services in DCEPrincipal policy

Proposed changes

Removed this block as there were char limitation to add in a Policy --> Allow all service with read-only permissions on DCEPrincipal per the docs: https://docs.aws.amazon.com/aws-managed-policy/latest/reference/ReadOnlyAccess.html.
