Allowing duplicate services when moving a service from Archive tab #402

1.Create a service "service1" 2.Move that service to "Archive" 3.Create a service like as step 1 with the same RR pair,same name and basepath 4.Restore service1 from Archive 5.Navigate to Browse-->Services Actual Result : Displaying two services with the same name "service1" dup1 dup2 dup3

As discussed in call today, I am working on fix this issue for soap/rest service and not touching MQ scenario. MQ is fine for now. We can have 2 name MQ service.
