Should not consider the content in the Request Payload when we Un check the "Request Payload For Get" #427

1.Try to create "REST" Service 2.Select "GET" as HTTP method 3.Check "Add Request Payload For GET:" and give input as TEST

  1. Un check "Add Request Payload For GET:" 4.click on "publish" Actual Result : Displaying "Save as Draft" option

Need to take care of this one while at the time of updating a service
