Not getting Duplicate RR Pair error when creating a service with 2 similar RR pair

Add an RR pair to the service with Header information and status selected from auto populated list. -Add another same RR pair but provide the same Header and status details by typing in manually not selecting from the list. -On Publish though the RR pairs are same but still we do not get Duplicate RR pair error.
