When service stopped still get error message #586

Services stopped. click test issue send button still enabled . on selecting sent button got this error. { "reqMatched": false, "reason": "Path / could not be found" }

I believe is services is stopped users shouldn't have a access to execute test cases.

Yes. I agree on this. This is how Test Service page will look like if the service is stopped. The send buttons to execute test cases will be disabled for such a service. Pull request #587 is raised for the code fix.
