Why would you want to remove development files from the package? We do have some dev tools, including gcc.

Thought, this stuff goes to *-dev.ipk. Reverted;

You are correct, it should, but... Most Optware packages don't have a separate development package, and it's a lot of work to fix them all. However, patches adding dev package are welcomed, e.g., refer to gnutls.mk to see how it's done.
