Pending button does nothing on Action.

When in state Pending, and Action has the button 'Pending'. I assume this should switch the status to 'Pending' but it does not.

This is the case in v7, so need to take care not to keep this bug when porting to v8.

Couldn't reproduce this in ported v8 version.
