Add nag screen (one time only, or one time per month) if client detects playing a replay that isn't publicly released #163

Some people with replays that I've contacted aren't aware that we would like to have them. If there were a mechanism in the client to let them know we want to gather as many as possible, we would gain more replays.

Probably acceptable to identify replays by their keys.bin since it's very unlikely that any two replays have the same keys.bin. There are 10^32 possible keys.bin files. If we add a file to RSC+ repo called "knownkeys.bin" with all the keys.bin files concatted to it, then RSC+ could download that file and check it when a replays are added to the queue
