Gauge component #105

Hi!

Thinking about adding "gauge" and other components.

Need to define how datas should be exposed to ATs before choosing a technique. And beside, there are at least two versions for this component: static (almost decorative) or dynamic (like a progress/meter thing?).

SNCF's Bootstrap fork is using SVG combined with progress component.
