[Bug]: Focus is put on wrong component in Modules page

Describe the issue

When displaying "Modules" page, Voice Over initially reads and focuses "List" card instead of first card (Recirculation).

Expected Behavior

Vocalize the title "Modules" and put focus on first element of the list
