feat: run addtional commands before start UPF #83

HI @arnaudruffin !

Thanks for your charts - they're great! I want to propose one improvement - sometimes, we need run some commands before start upf service. On this PR, i have added this functionality. This change not break compatibiliy with previvous version of chart (because default values like in previvous version)
