Create a Comment

Creates a comment on an existing expense.

• [x] An authenticated user is required for a successful response
• [x] New comment exists in the database after request
• [x] Comment data returned includes its id, user_id, comment, created_at, and updated_at
• [x] Error response with status 400 is given when body validations for the comment are violated
• [x] Error response with status 404 is given when a expense does not exist with the provided expense_id
