Tweak the layout and colours of the impact charts #106

This PR makes the following changes to the impact charts:

Negative numbers displayed in red
Average dot displayed in red if the value is negative
Increase the width of the Y axis to accommodate the texts in production
Increase the height of the sentence displayed when an intervention is clicked to accommodate the texts in production

Acceptance criteria

On the impact charts:

The name of the interventions are fully visible on desktop
The negative values are displayed in red, the positive in white on both desktop (tooltip) and mobile
