Changed admin menu "Widgets" to "Widgets and Layers". (I believe this is very helpful to newcomers to help them understand quickly what is what) #2030

I implemented this as a distinct changeset on my badly named fork.

EXPLANATION: This is minor. In the admin menu, I think the "Widgets" menu item should read "Widgets and Layers". Firstly I think it is more accurate but secondly it will help new users of Orchard to realise that Widgets and Layers are very much linked. I find the word "layer" more meaningful incidentally.

COMMENT: Sebastien Ros made the fair point that "I see you point, but I am not sure it will be opened, we try to have menu items the shortest as we can." Here's why I think it is a valid change nonetheless. I think it looks ok… If the length is too long (I don't think so...), why not call it "Layers" instead then. For me that is far more meaningful… Not an easy thing ever to pick the best name I admit. The thing here is once you know what it is, it doesn’t matter, but if you are new to Orchard it is easy to not understand that widgets are actually about layers. For new people starting with Orchard there is a really high learning curve and I think this change helps to make things obvious. (As a side note, the whole thing of layers and widgets is bloody marvellous in my opinion but I only noticed it after a long time by accident almost).
