8773: Recompiling client-side assets on 1.10.x #8779

Related to the #8773 issue, this is prerequisite of the #8774 PR.

List of changes:

Reworked the Layout element toolbox UX changes, see https://github.com/OrchardCMS/Orchard/pull/8721#issuecomment-1986835517
Recompiled all client-side assets; they were more mostly outdated in terms of their source mappings.
Updated the compile workflow to also include a job that rebuilds client-side assets and throws an error if it detects uncommitted changes á la https://github.com/OrchardCMS/OrchardCore/blob/main/.github/workflows/assets_validation.yml.
Updated the actions/checkout and microsoft/setup-msbuild to their latest versions, this mitigates the NodeJS v16 deprecation warnings.

I'll merge this and move on with the 1.10.x -> dev merge and the rest of the PR cleanup.
