Pre-Setup validations #9516

Validate that the selected database + prefix doesn't already have a Documents table
Validate that the App_Data folder doesn't already exists for the specified tenant name

This should prevent most issues related to failed setups.

Also tenant-name folder does not exists in wwwroot
