[Feature request] update order in swapper #8

Blocks that require support (rails, torches, signs, etc) should be placed after other blocks when the swapper places them, so they can stop breaking off

I didn't know there were people actually using that block... :p The issue with the system is that there is no way to know what block should be placed after others.
