[Enhancement] Configuration setting for general background haze #4

Modpack authors may wish to have background haze as part of it's theme. Examples would be post apocalypse/cataclysm maps.

With the new Biome Config system it is possible to configure all biomes to have background haze. Look at the Wiki page for information on how to accomplish.
