[Enhancement] Easy way to configure per sound volume #50

Right now some of the sounds are being placed into the config file where a player can adjust a scale factor for the sound. As more sounds are being added it is getting a bit cumbersome to manage. Need to have a different way of providing this tuning capability.

Added a master volume scale configuration setting that will scale biome and block sounds.
