Catchall entry for block sound fixups for the next iteration. Includes Footsteps and block effects. Report the inconsistencies here. Note that this is for existing mod support; new mod support should use [#79].

[x] Growthcraft rice needs to be similar to wheat
[x] Clay block not sounding like stone; change to dirt
