[Enhancement] Add config GUI to adjust config parameters #97

Expose mod configuration parameters using the Forge configuration GUI framework. The configuration options will be available by clicking Mods from the main Minecraft page, selecting Dynamic Surroundings, and then pressing the "Config" button in the lower left corner.
