[Enhancement] Have Thermal Recycling take into account MineTweaked recipes #55

MineTweaker applies scripts during server instance start, which is after the time Thermal Recycling decomposes the Forge recipe list. The startup process of Thermal Recycling has to be changed so that the recipe decomposition takes place after the MineTweaker scripts have run.
