Labels instead of URIs in metadata CSV download #2419

Descriptive summary

Some of the URI-type metadata values show up in the metadata CSV download as URIs, and others as the human readable label. All values should use the label. The URIs are appearing in (at least) language, license, resource_type, rights_statement.

Location seems to be trying to fetch labels and failing (the same Geonames http/https problem we keep running into?) -- Example value in CSV for Humbug Mountain South: No label found [[http://sws.geonames.org/5732452/]|Humbug](http://sws.geonames.org/5732452/%5D%7CHumbug) Mountain >> https://sws.geonames.org/5721936/ >> https://sws.geonames.org/5744337/ >> https://sws.geonames.org/6252001/

Expected behavior

Per #1449 (comment):

SMs want labels only in downloaded metadata: "URIs probably not necessary & possibly even a hindrance."

Please configure metadata download to show fetched labels and not URIs for all fields with controlled vocabularies.
