Provide way to access older importers #3122

Descriptive summary

3121 limits the number of importers that can be viewed using the regular importers page in the dashboard. Provide another view that will give users a list of links to all importers.

QA: the importers page should only display up to 50 importers. Click on link "List of all importers" to load a new page with a barebones list of all importers, paginated. The name of each item in the list is clickable and goes to the importer show page.
