add descriptions to collections #297

putting this here so the ticket doesn't get lost in the sea of a11y tix on OD2 Add descriptions to the collections.yml in OD2 set this when creating the colls in the rake task. in the meantime, can go ahead and set this on all the colls, although be warned, when saving the coll, it looks like every member work is also reindexed.

forgot that there are no descriptions set in the coll object; the current descriptions are in the set landing pages.

we are using a scrape of each coll's index.html from oregon-digital-set-content to create a first draft of the descriptions. curators will need to go in and edit via the collection's page in the dashboard.
