Change Institution property to use Repos CV instead of Organization CV #1347

With the move away from dbpedia.org URIs to LCNAF, the Institution field can be switched to the Repos CV, which already includes LCNAF. Then the Organization CV can be removed, and the vocabularies powering that that are not used elsewhere can be removed too.

[ ] remove Organization CV
[ ] remove oregon_universities vocab (dbpedia)
[ ] remove institutions vocab
