Footer on set pages with Institution link blocks have old, broken links to mobile sites #1545

Describe the bug Both OSU and UO library mobile sites no longer exist in that format, and the links are dead. They should be removed from the footers used on the set landing pages.

Also the OSU web disclaimer page has moved and doesn't redirect, but we can update that.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://oregondigital.org/sets/rockyshore93
  2. Scroll down to footer
  3. Link to 'Mobile site' domain does not exist and can't be reached.

Expected behavior Remove old links.
