This also allows for the ingest of audio, including the partial for displaying audio.

@straleyb Tests look good and I tested a longer mp3 file and the ogg version played fine. However, running specs produces test output files in /media/mp3 and /media/ogg and doesn't remove them, which I think we want. Need something like https://github.com/OregonDigital/oregondigital/blob/master/spec/spec_helper.rb#L80
