Organization: enable users to create them #378

Per NW 1/26/24.

Perhaps we can enhance the affiliations UX when creating a project. Also note that users have an "affiliation" attribute.... does this need to be replaced with an Organization relationship?

It would also be nice to add an affiliated partner that hasn't added a profile yet. I imagine it's not as ideal, they wouldn't have their logo. But at least they are mentioned.
