pull datasets from RSS #68

Service that periodically gets RSS and creates datasets and links to resources from each item

Service should be configured to run on https://foi.gov.il/rss - get the title and link to item. Open each item's page and get all pdf, doc, docx, xls, csv files. No need to download the data, just add the link
