Keep Hebrew file names when downloading #94

When the name of an uploaded file includes Hebrew letters, these letters are removed in the downloaded file name.

For example, the uploaded file name in this page is רוית הרמן.pdf and the downloaded file name is -.pdf.

thanks! looks like it's a bug in core CKAN, it's reproduced on the demo ckan site as well https://demo.ckan.org/dataset/test-hebrew/resource/240cabfe-0057-4aea-9ce0-dbfb708bc484
