Create Origami homepage on github pages #1

We need Origami@NEXUS homepage. One candidate is Quarto on github pages. Some info, https://nbdev.fast.ai/tutorials/blogging.html

Experimentally started our site page, https://origami-tinyml.github.io/blog/ with https://quarto.org/docs/publishing/github-pages.html Still some more configuration is needed but we need something to start ;) Feel free to play with it.

Right now it's just publish docs dir but this could be improved with github workflow later as explained in the above site.
