Add Safepal Wallet Gateway #1728

Safepal is a hardware and mobile EOA wallet and browser extension with 10m+ verified users. Of the 10m, 2.5m users are actively using the mobile dapp center. Safepal agreed to list the OETH dapp on the dapp center after we can add Safepal as a supported wallet.

Safepal was officially added to Rainbowkit, should be easy to add them now
