On chain governance abstain option #882

Do we want to support an abstain option for on chain governance contracts? Governor Bravo does so I'd prefer not to modify it. I'm raising it to see if there are any strong objections though.

See no downsides. Maybe a slight upside where we get information that some portion of wallets were willing to vote but for some reason haven't made up their mind in which direction.
