.exe messages get through #18

When there is bandwidth, could we have the bot immediately delete .exe files and ban the user. They are still getting through (saw a few this past week). Thanks 🙏

This should be fixed in https://github.com/OriginProtocol/telegram-moderator/commit/a398742b960031e6fa363a0d94ab75d7838741c5

...at least these messages are being hid. I'll tackle banning later--I don't think we want to ban people who e.g. accidentally send a pdf.
