Update XCM config #66

Description

As it is not possible to establish XCM connection with default XCM config, this changes introduce required fixes:

Open storage access for pallet XCM
Update XCM barrier
Add SafeCallFilter
Change RelayLocation into TokenLocation
Update UniversalLocation and Trader
Add weights for pallet XCM

Fixes:
