update templates to run `exo template test` #465

Setup CI to run exo template test for each of the following repos:

https://github.com/Originate/exoservice-go https://github.com/Originate/exoservice-js https://github.com/Originate/exoservice-js-mongodb https://github.com/Originate/exosphere-htmlserver-express

Blocked on 0.23.0.alpha.3 being released with this command

Closing as not worth adding to the other repos at the moment as they are unused. See https://github.com/Originate/exoservice-js-postgres/blob/master/.circleci/config.yml for an example
