PERMISSION ERROR #32

I've been trying to set up the bot and had to navigate round several errors and finally got to a point where the bot is semi running however the only command that works is the '!help' command. I seem to be having issues trying to assign permission and keep getting this error.

UPDATE: Error fixed, however I now face another error "AxiosError: connect ECONNREFUSED 127.0.0.1:1337" whenever I try to use the '!call' function. Anybody with any solutions?

GÜNCELLEME: Hata düzeltildi, ancak şimdi '!call' fonksiyonunu kullanmaya çalıştığımda başka bir hatayla karşılaşıyorum: "AxiosError: connect ECONNREFUSED 127.0.0.1:1337". Herhangi bir çözümü olan var mı?
