"There is a problem parsing the package" on install

What steps will reproduce the problem?
1. Download latest APK from Downloads: sandrob_xxjvk_0_9_5_8.apk
2. Verify SHA-1 is correct.
3. Move APK to device SD card
4. Attempt to open APK to install package using an on-device file manager
5. Error dialog appears stating "Parse error: There is a problem parsing the 
package."

What is the expected output? What do you see instead?
I would expect the APK to be installed correctly, but I consistently get the 
error message above.

What version of the product are you using? On what operating system?
This is the latest APK as listed above. Target device is original Motorola 
Droid running stock Android 2.2.2 (FRG83G)

Please provide any additional information below.
Attempt to install this beta version because version in Android market did not 
seem to have any obvious means for importing client certificates.
