It provides 3 modifier operations: PREPEND, APPEND, REPLACE, SET
- If multiple REPLACE or SET components are provided, an exception is thrown.
- Components can set required to false to be silently ignored instead.
Modifier components are applied in order on the Title Screen and Debug Overlay.
Modifier components have a priority to change how they are sorted (defaults to 0).

I won't expand coverage beyond 1.12.2 for now, it's gonna take several modules because of random changes in the debug overlay and gui code
