filter "has invited you to join the channel"-spam #7

This change will now filter out the "PlayerX has invited you to join the channel " messages. You need to delete your SpamThrottle file located in the WTF folder so "STCtrlMsgs" will be set to true.

I have incorporated these changed into 1.12 (although I didn't change the default setting for control channel messages)
