Setup CI vagrant-libvirt for tests on molecule vagrant

Describe the Enhancement:

CI is not triggerred yet for projects using molecule-vagrant. However, it looks like some smart guys did succeed to do it!

So first: test it with github actions Then, if it doesn't work, go travis
